ADA, sidewalk and crosswalk improvements grant submission approved

HUTCHINSON, Kan. — The Hutchinson City Council agreed on Tuesday to sign the application for a grant for the 2024 Transportation Alternatives program.

The Downtown Hutchinson Pedestrian Safety and Access Improvements project was deemed eligible for the program, now a full grant application will be submitted by May 17, 2024. This federal grant would fund 80% of the participating costs.

KDOT has informed the City that federal HSIP funding will be applied to the project to cover the required 20% local match. The City would be responsible for any costs deemed by KDOT to be non-participating costs and any costs that exceed the grant award. 

"The project would make sidewalk, curb, pedestrian ramp and crosswalk repairs that were identified in the city's recently completed Downtown Hutch Master Plan," said Jim Weber, consulting engineer with JEO. "There are 69 sites identified in a 27 block core area that need significant repairs."

This project has an estimated cost of $1,056,000 that includes construction, inspection, and design costs. The grant would provide 80% of the participating cost in the amount of $844,800. Federal Highway Safety Improvement Program (HSIP) funds in the amount of $211,200 would be applied by KDOT to the project to cover the City 20% match.

"This resolution has three primary components," Weber said. "It indicates that the governing body is aware of the project and supports the application, it indicates the city is willing to pay for its share of the project, which in this case is zero, and it authorizes Brian Clennan, your Public Works Director, to submit the application and any other required information as they might ask for it. I would note that these are federal funds, and the city would need to follow any federal procurement procedures along the way."

The Hutchinson City Council approved the application with all three present members voting in favor.
